Maxim Healthcare Staffing has been an industry leader for over thirty years. In 1988, Jim Davis and Steve Biscotti opened our first office in Towson, Maryland to provide healthcare organizations with qualified candidates during a nationwide nursing shortage. Following the launch of our home healthcare division and opening new offices in 1989, the business flourished.

After being certified by the Joint Commission in 1996 and achieving accreditation from the Accreditation Commission for Health Care in 2007, Maxim grew to become one of the largest healthcare staffing companies in the US. We’ve expanded our offices into 32 states, and have since been honored with multiple Health Ethics Trust Compliance Best Practice awards.

In 2022, in order to better serve our communities, Maxim Staffing split from our home healthcare division. We are proud to offer a number of services to our clients and continue to build meaningful relationships with our healthcare professionals.

Since 2010, Maxim Staffing has seized opportunities to grow and establish our footing as a trusted organization. Our approach to support a national footprint with a local presence allowed us to more greatly impact and better respond to our community’s needs.

Maxim’s expanding clinical team is a powerful force in the success of our business. While developing training programs for education modalities, nurses, and clinicians, they continuously bring valuable research and awareness to our company, with the goal of supporting Maxim, our healthcare professionals, and our clients. New courses and foundational programs supported by our Training and Development team serve as a backbone for our employees’ success, while our Center of Excellence serves as a hub between Field Support, Recruiters, and Business Development managers- allowing collaboration on finding novel ways to maximize growth potential while keeping up with continuous improvement initiatives.

Meet our leadership team

Bill Butz

President
Founding Member and Co-Executive Sponsor of the Maxim Diversity and Inclusion Board

Bill brings years of leadership experience from the healthcare and staffing service industries. As CEO, Bill is responsible for the overall direction of the organization and development of high-level strategies that align with the company’s mission and guiding principles.

Prior to this appointment, Bill served as president of Erickson Living and was responsible for the company’s operations and continuum of care for primary physician practices, skilled nursing, and home health services. While there, he also instituted a project management office where he focused on collaboration, implementation of best practices, and played an integral role in developing a culture of continuous improvement and operational excellence.

He is a certified public accountant and received his Bachelor of Arts in economics and business administration from McDaniel College, where he later served as a charter member of the Corporate Advisory Board.

Bart Kelly

Chief Human Resources Officer
Founding Member and Co-Executive Sponsor of the Maxim Diversity and Inclusion Board

Bart brings more than 30 years of strategic professional experience, having served at several staffing, human resources, and financial organizations. Bart is responsible for the oversight and management of the company’s compliance and ethics program, including all compliance initiatives, internal audits, and training. Bart also oversees all human resources functions including employee benefits programs, talent acquisitions and hiring, training and organizational development, talent management, employee experience, employee relations, and the Maxim Centers of Excellence.

Prior to joining Maxim Staffing, Bart served as the director of Financial Operations at Aerotek. While there, the regions he managed grew to over $1.8 billion in revenue. He was instrumental in managing programs to increase employee diversity and retention and improve organizational knowledge through a structured professional mentorship program.

Bart is a certified public accountant and received his Master of Business Administration and Bachelor of Business Administration degrees from Loyola University Maryland.

Carrie V. O’Brien

General Counsel, Secretary and Chief Compliance Officer

Carrie brings over 10 years of litigation and cross-functional corporate law experience into her role as SVP, General Counsel and Secretary. She serves as the principal legal advisor on a variety of topics, including corporate governance, policy development, risk management, litigation, compliance, and regulatory matters. Grounded in facts and integrity, Carrie provides legal guidance to drive clinical and operational improvements to mitigate risk and provide awareness throughout the company.

Prior to joining Maxim, Carrie was a civil litigation defense attorney in Baltimore, Maryland, at a regional law firm regularly trying cases and negotiating complex cases to settlement. She defended corporations and their employees in litigation and business disputes arising from their operations. As a trial attorney, Carrie was known for her thorough preparation and ability to successfully advocate for her client’s interests.

Carrie earned her B.A., Cum Laude, from Loyola University Maryland and her J.D., Cum Laude, from the University of Baltimore School of Law, and serves as an Executive Sponsor to the Maxim Charitable Foundation Board.

Kevin Apperson headshot

Kevin Apperson

CIO, Chief Information Officer

Kevin is a seasoned veteran of technology and brings more than 30 years of proven experience in IT leadership, infrastructure development, and process improvement. As SVP of Information Services, Kevin supports Maxim Staffing’s strategic initiatives, manages business risks from an IT standpoint, and oversees Maxim Staffing’s Information Services department.

Before joining us, Kevin worked for Allegis Group where he held a variety of leadership roles for 17 years; serving as CIO for 10 of those years. While at Allegis Group, Kevin spearheaded the development and launch of their first major web application for sales and recruitment. He was also instrumental in the successful implementation of the company’s PeopleSoft Enterprise Resource Planner (ERP) and Y2K conversion. As the CIO, Kevin led the implementation of the IS Management System and IS Governance Management processes.

Kevin received his Bachelor of Science degree in electrical engineering from the University of Virginia and stays active in his community.

Rob Gehman headshot

Rob Gehman, Jr.

CIO, Chief Innovation Officer

Rob brings nearly 20 years of industry experience, including several years as vice president of Finance here at Maxim Staffing. He identifies opportunities for improvement within our current systems, as well as facilitates team decision-making sessions in order to produce better clinical patient outcomes.

Prior to joining our team, he served as vice president of Finance at Erickson Living for three years. He was responsible for the auditing, billing, collection, and cash functions for more than 10 post-acute services lines. In 2011, Rob received Erickson’s inaugural leadership award, which is given to leaders that best reflect the values of respect and caring, diversity, friendliness and enthusiasm, integrity, responsibility, excellence, and teamwork.

Rob earned a Bachelor of Science degree in finance from Towson University and a master’s degree in finance from Loyola University Maryland.

Scott Carter

CFO, Chief Financial Officer

Scott brings a wealth of financial experience from the staffing and recruiting industries. As CFO, he is responsible for leading all the financial operations and activities for Maxim Staffing and establishing and monitoring financial plans and budgets for the company.

Before joining us, Scott was the CFO for Populus Group, a minority owned Payroll Services Company. He was responsible for supporting their growth both within the company’s service offerings and geographical locations while maintaining the integrity of its desired financial results. He also partnered with the President of Populus to enhance the recruiting & sales capacity within the organization, while also building the support structure to help drive business growth.

Scott received his Bachelor of Science in mathematics from Towson University and is actively involved in his community and church.
